No, there are currently no restrictions for foreigners looking to buy property in Montenegro, all you need is a valid passport. The Grozd team will assist you with the remaining transactions.
If you want to buy an apartment during the construction phase, you first sign a pre-purchase agreement between the parties at the notary and you are now legally entitled to this apartment. After the construction process is completed, the purchase and sale contract is signed in the notary. Then, the notary officially sends your contract to the cadastral directorate and your title deed is delivered to you. This process takes approximately 90 days.
A purchase and sale contract that can be signed personally or with a power of attorney prepared from your country. So you do not need to come to Montenegro to complete the transaction.
There is a property purchase tax of 3% (if it is a resold property), but if you buy a brand new apartment from The Grozd, you don’t pay any tax.

All you have to do is provide a power of attorney to the Grozd team for all your subscriptions, and the subscription fees are around 2,500 euros including the service fee.
